A proposal of launching a commissioned construction project to build Dr. Chen Wen-Chen (陳文成) Incident Memorial Square on NTU main campus was approved at the University Affairs Meeting on January 5, 2019. To make this project a reality, Dr. Chen Wen-Chen Memorial Foundation, the NTU Department of Mathematics, NTU Student Association, and NTU Graduate Student Association jointly launched a fundraising campaign. The Foundation presented a gift of NT$11 million to NTU on behalf of all the donating organizations and individuals on February 17, 2020, with NTU President Chung-Ming Kuan (管中閔) and Foundation President Maysing Yang (楊黃美幸) signing a gift agreement at a donation ceremony.
Confirming this project as a resolution reached at the University Affairs Meeting, President Kuan thanked President Yang, Foundation members, faculty and students on campus, and the interested general public for pitching in, and expressed hopes to see Dr. Chen Wen-Chen Incident Memorial Square completed within one year after signing the gift agreement.
